ケインズ経済学の転生

昨日のエントリで紹介したクルーグマンのルーカス批判では、「The Reincarnation of Keynesian Economics」と題されたマンキューの20年前の小論にリンクしている。そこでクルーグマンが孫引きしたのは、「The Death of Keynesian Economics(ケインズ経済学の死)」と題されたルーカスの記事の一節である。その一節は、マンキューの別の論説でも引用されており、そちらの論説は(ここで紹介したように)svnseedsさんの訳が存在するので、以下に該当箇所を引用してみる。

One cannot find good, under-forty economists who identify themselves or their work as ‘Keynesian’. Indeed, people even take offense if referred to as ‘Keynesians’. At research seminars, people don’t take Keynesian theorizing seriously anymore; the audience starts to whisper and giggle to one another.”

40歳以下の、自身や自分の研究を「ケインジアン」と認識している優秀な経済学者を見つけることはできない*1。実際、人々はもし「ケインジアン」と呼ばれたらむしろ気分を害する。研究会議ではもはや誰もケインジアンの空理空論を真剣に受け取らず、聴衆はひそひそくすくすし始めるのだ。


それに対しこの小論でマンキューは、ケインズ経済学は転生した、と宣言しているわけである。ただし、再生ではなく転生という言葉を使った点について、以下のように説明している。

I am careful to call this reemergence of Keynesian economics a "reincarnation" rather than a "resurrection." My dictionary defines "reincarnation" as "the rebirth into another body," and that describes well Keynesian economics today. The Keynesian economics of the 1990s shares the spirit of the Keynesian economics of earlier decades. Like their predecessors, new Keynesians question the relevance of the Walrasian paradigm in explaining economy-wide booms and busts. Old and new Keynesians share a skepticism in the invisible hand's ability to maintain full employment. They both see the business cycle as e type of economy-wide market failure.
Beyond these broad principles, however, old and new Keynesians differ substantially. In many ways, the Keynesian economics of the 1990s does not look like the Keynesian economics of the 1930s, or even that of the 1960s. To some old Keynesians, new Keynesian economics may be hard to recognize as Keynesian at all. Indeed, new Keynesian economics may appear more similar to the classical economics of David Hume, or even to the Monetarist economics of Milton Friedman.

このケインズ経済学の再出現を「再生(resurrection)」ではなく「転生(reincarnation)」と呼んだのにはわけがある。私の辞書では「転生」を「別の体への生まれ変わり」と定義しているが、それは今日のケインズ経済学を良く表わしている。1990年代のケインズ経済学は、以前のケインズ経済学の精神を受け継いでいる。以前のケインズ経済学と同様、ニューケインジアンたちは、ワルラス的な枠組みで経済全体の好不況を説明することに疑問を呈している。新旧のケインジアンは共に、見えざる手が完全雇用を維持できるという見方に懐疑的である。
しかしながら、こうした一般的な原則以外では、新旧のケインジアンは大きく異なっている。多くの点で、1990年代のケインズ経済学は1930年代のケインズ経済学と似ておらず、1960年代のものとさえ違っている。一部のオールドケインジアンにとっては、ニューケインジアンはまるでケインジアンに見えないかもしれない。実際、ニューケインジアン経済学は、デイヴィッド・ヒュームの古典派経済学、もしくはミルトン・フリードマンマネタリストの経済学の方により似ているようにさえ見えるかもしれない。

こうしたマンキューの見解は、ここで紹介したRoweの主張と共通している。


その上でマンキューは、旧来のケインズ経済学の以下の6つの主張に疑問を投げ掛け、それらは捨て去るべきだ、と述べている。

  1. 経済の仕組みを理解する最善の方法はケインズの一般理論を注意深く読むことである
  2. 古典派経済学の教えは世界の仕組みを理解する上で役に立たない
  3. 資本主義経済は、趨勢的な停滞を招きかねない過剰貯蓄の脅威にさらされている;従って、財政赤字を伴う支出は経済にとって良いことである
  4. 財政政策は経済の安定化のための強力なツールであり、金融政策はさほど重要ではない
  5. 政策当局者はインフレを許容すべきである、というのは、それは低失業率の代償だからである
  6. 政策当局者は経済環境の変化に対応するために裁量的な政策を実施することが許されるべきであり、厳格な政策ルールへの固執は避けるべきである


大不況後の現在から見ると、ここでマンキューが排撃した6つの主張が(少なくとも一部は)まさに「resurrection」を遂げたように見えるのが興味深い。
