5/6のエントリでデリバティブ規制の小史を紹介した際、先物取引の範囲を定義したCommodity Futures Trading Commission Act of 1974の条文を引用したが、その中に「all other good and articles, except onions」という一節があった。なぜ例外規定としてonion、即ち玉葱が唐突に出てくるのか不思議だったが、フェリックス・サーモンの5/10NYT記事を読んでその背景が分かった(H/T Marginal Revolution)。
IN the 1950s, onion growers were often shocked at the low prices they were getting. Casting around for a villain to blame, they alighted on derivatives traders, and they persuaded Congress to ban any futures trading in onions.

1950年代、玉葱の栽培農家は、しばしば自分たちが受け取る対価の低さに衝撃を受けた。誰が悪者なのか、とあちこち探し回った挙句、デリバティブ・トレーダーの存在に気付き、その結果、玉葱の先物取引を一切禁じるよう議会を説き伏せた。

今日、ある種の先物取引を単純に禁止するように議員に請願するほど愚かな者はもういない――ハリウッドの映画プロデューサーを除いては。現在上院で審議されている金融改革法案では、1958年の法案で「玉葱を除く」としている一節を「玉葱と映画の興行収入を除く」と修正することになっている。
ただ、wikipedia経由で見つけたジャスティン・フォックスの2008/7/9Curious Capitalist記事によると*1、先物取引禁止で玉葱の価格変動が激しくなったかどうかについては研究者でも意見が分かれているとのことである。
ちなみに、このフォックス記事で引用されているフォーチュン記事によると、玉葱の先物取引禁止に動いた議員とはジェラルド・フォードだったとの由。
*1:記事の署名はwpcomimportuser1となっているが、これはサーバ障害があって回復した際に2007/4/27〜2008/10/23の記事が皆そうなってしまった模様(ジャスティン・フォックス名の記事がその間ちょうど抜けている)。
