財政再建の効果:理論と実証

以前財政再建では増税より歳出削減を優先すべし、という“アレシナの黄金律”を裏付けるようなアレシナらのNBER論文を紹介したが、同様の趣旨の表題のNBER論文をアレシナらが再び上げているungated版)。原題は「The Effects of Fiscal Consolidations: Theory and Evidence」で、著者はAlberto Alesina(ハーバード大)、Omar Barbiero(同)、Carlo Favero(ボッコーニ大)、Francesco Giavazzi(同)、Matteo Paradisi(ハーバード大)。
以下はその要旨。

We investigate the macroeconomic effects of fiscal consolidations based upon government spending cuts, transfers cuts and tax hikes. We extend a narrative dataset of fiscal consolidations, finding details on over 3500 measures. Government spending and transfer cuts reduce output by less than tax hikes. Standard New Keynesian models match our results when fiscal shocks are persistent. Wealth effects on aggregate demand mitigates the impact of a persistent spending cut. Static distortions caused by persistent tax hikes cause larger shifts in aggregate supply under sticky prices. This channel explains different sizes of multipliers found in fiscal stimuli compared to consolidation plans.

記述ベース(narrative)のデータについては、参照論文であるローマー夫妻の2010年の論文「The Macroeconomic Effects of Tax Changes: Estimates Based on a New Measure of Fiscal Shocks」*1の要旨では以下のように記述されている。

This paper investigates the impact of tax changes on economic activity. We use the narrative record, such as presidential speeches and Congressional reports, to identify the size, timing, and principal motivation for all major postwar tax policy actions. This analysis allows us to separate legislated changes into those taken for reasons related to prospective economic conditions and those taken for more exogenous reasons. The behavior of output following these more exogenous changes indicates that tax increases are highly contractionary. The effects are strongly significant, highly robust, and much larger than those obtained using broader measures of tax changes.

The persistence of fiscal shifts is a crucial aspect to explain the difference between the multipliers of each fiscal component in a fiscal stimulus, compared to a fiscal consolidation. Fiscal stimuli tend to be temporay and generate large spending multipliers. Fiscal consolidations are more permanent and generate low spending multipliers. The opposite is true for taxes. This aspect can help reconciling our results with the previous literature.

財政の変更の持続性は、財政刺激策の各財政要因の乗数を財政再建と比べた時の違いを説明する上で、極めて重要な特性となっている。財政刺激策は一時的で、大きな支出乗数をもたらす傾向がある。財政再建はより恒久的で、低い支出乗数をもたらす。税ではその逆である。この特性は、従来の研究と我々の結果を整合させる助けとなる。
