前回エントリではブランシャールのフランスの予算案についてのツイートから主に年金改革に関するものを拾ったが、10月2日には時間が掛かるが実施すべき政策についてツイートしている（仏語版）。
Given the starting deficit, a good budget must have two types of measures. Measures that are good for output, good for people, help the budget, but take time to implement and to show their effects. Measures that show a commitment to reducing the deficit now, which are likely to be painful but necessary.
Much of the discussion has been on the second kind, mostly to reject them... Not enough on the first. I shall list four, but one should think of many others.
Increase the employment rate of seniors. Progress has been made but too many old workers lose employment long before the official retirement age. France is far behind countries like Sweden or the Netherlands.
Increase the employment rate of new entrants. Again, France lags behind.
Increase the number of specialized nurses, who can partly replace doctors, increasing access to care at the same or lower cost France is lagging many other countries today.
Allow the retirees who want to (and indeed many of them want to, and have a lot to contribute), to participate in the formal education system, alleviating the burden on teachers, without increasing cost.
None of these goals will be achieved with one magic measure. But they can all be attained. And they, and others, are the eventual way out of our budget problem.

ぎょっとするような*1財政赤字に鑑みると、良い予算には2種類の政策があるべきである。生産にとって良く、人々にとって良く、財政の助けとなるが、実施と効果の発揮に時間が掛かる政策。今すぐ財政赤字を削減するというコミットメントを示し、苦痛を伴う可能性が高いが必要な政策。
議論の多くは後者のタイプの政策を巡るものであり、概ねそれを否定するものだった・・・。前者については十分に議論されていない。私は4つを挙げたいと思うが、他の人はこれ以外に多くの案を考え付くに違いない。
高齢者の就職率を上げる。進展はあったが、公的な退職年齢の遥か手前で職を失う高齢労働者が多過ぎる。フランスはスウェーデンやオランダのような国にかなり後れを取っている。
新卒の就職率を上げる。これについてもフランスは後れを取っている。
医者を部分的に肩代わりできるような専門的な看護婦の数を増やし、同じもしくは低い費用で医療へのアクセスを高める。今日フランスは多くの国よりも遅れている。
公的な教育システムに参加したい退職者（実際、多くの人が参加したいと考えており、貢献の余地は大きい）の参加を認め、費用の増加なしに教員の負担を緩和する。
以上のいずれの目標も一つの魔法のような政策では達成できない。しかしすべてが実現可能である。そしてそれらや他の政策が、我々の財政問題を解決する最終手段なのである。
