「アフリカの成長の奇跡」をもたらした要因は何か?

というNBER論文をMargaret S. McMillan(タフツ大)とKenneth Harttgen(ETH Zurich NADEL)が書いている(原題は「What is driving the 'African Growth Miracle'?」)。

以下はその要旨。

We show that much of Africa’s recent growth and poverty reduction can be traced to a substantive decline in the share of the labor force engaged in agriculture. This decline has been accompanied by a systematic increase in the productivity of the labor force, as it has moved from low productivity agriculture to higher productivity manufacturing and services. These declines have been more rapid in countries where the initial share of the labor force engaged in agriculture is the highest and where commodity price increases have been accompanied by improvements in the quality of governance.

アフリカの近年の成長と貧困の減少の多くは、農業に携わる労働力人口の比率が顕著に低下したことに淵源があることを我々は示す。その低下により労働力の生産性が全般的に向上したが、これは、労働力人口が生産性の低い農業から生産性の高い製造業やサービス業に移行したためである。その低下は、当初の農業人口比率が高い国、および、商品価格の上昇がガバナンスの質の向上を伴った国ほど急速に進んだ。


著者の一人のMcMillanはここで紹介したロドリックとの共同研究を行った人であり、今回の論文はその共同研究のフォローアップという意味合いを持つようである。上記のNBER論文の少し前のバージョンがこちらで読めるが、そこには以下のような記述がある。

Our analysis reveals that African countries stand to benefit the most from structural transformation, and have begun to reap those gains. Indeed, McMillan and Rodrik (2011) (hereafter, M&R) find a significantly positive correlation between a country’s level of development and its’ sectoral variation in productivity levels; in other words, the poorer a country is, the wider is the gap between the most productive and least productive sectors in that country. There is thus a potential for enormous economic gain in African countries from reallocating activity from low to high productivity sectors. This potential was not realized in the 1990s, as M&R find that, from the period 1990-2005, structural change made a negative contribution to overall productivity growth in their African sample. Using additional, more recent data, we ask whether that downward trend has now been reversed.

Our results for the period 2000-2005 are somewhat different from those reported in M&R (2011). In particular, we show that for the period 2000-2005 , using the same data used in M&R (2011), structural change contributed positively to Africa’s overall growth accounting for nearly half of it. There was significant productivity growth within sectors, and also productivity gains as a result of the movement of labor from relatively low to higher productivity sectors. In contrast, we find that Latin America and the high income countries both experienced contraction in their higher-productivity manufacturing sectors, with a movement of workers to – on average –lower productivity service sector jobs.

2000-2005年の期間についての我々の結果は、M&R (2011)で報告されたものと幾分異なっている。とりわけ、M&R (2011)と同じデータを使って、2000-2005年の期間では構造変化が成長会計の半分近くに達する正の寄与をしたことを我々は示した。部門内での有意な生産性上昇があったと同時に、相対的に生産性が低い部門から高い部門への労働力が移動したことによる生産性の向上もあった。対照的に、中南米と高所得国が共に生産性の高い製造業部門の縮小を経験したことを我々は見出した。それらの国では平均すると労働者は生産性の低いサービス部門に移動した。
