大不況でドイツの雇用が減らなかった理由

について分析した論文が出ている(Mostly Economics経由;11/2付けでvoxeu記事も書かれている)。

Like the United States, Germany suffered its worst post-war recession in 2008-2009. Far rom suffering its worst labor market response since the war, as the United States did, Germany employment barely fell. We show that the key explanation is that the low confidence of manufacturers that the preceding expansion would last led to low hiring at that time, which meant that fewer workers needed to be laid off when the expected recession at last arrived. The weak employment increase in the boom accounts for 35% of the missing employment decline in the recession. The German labor market miracle was not so miraculous after all.

米国と同様、ドイツも2008-2009年に戦後最悪の不況を経験した。しかし、戦後最悪の労働市場の悪化を経験した米国とは対照的に、ドイツの雇用はほとんど低下しなかった。我々が示したところによれば、この事象の主たる理由は、その前の好況時に、好景気が長続きしないだろうと考えた製造業者が雇用を控えた結果、彼らの予期した景気後退が遂に訪れたときに解雇する労働者の数が少なくて済んだ、ということにある。好況時に雇用が伸び悩んだことが、不況時における雇用喪失の不在の35%を説明する。ドイツの労働市場の奇跡は、つまるところそれほどの奇跡ではなかったわけだ。


なお、雇用が失われずに済んだ理由の残りの10%は、過大評価されたレートでユーロに加盟した結果ドイツ企業の競争力が失われ、それにより労働側の交渉力も低下し、2003-2005年の労働市場改革とも相俟って、賃金が2001年以降長期低落したことにある、と論文では分析している。残りの55%は不明だが、労働時間口座という制度が貢献したのではないか、と著者たちは推測している。
