ケインズは中央計画経済の支持者だったか?

先月末にケインズハイエクのラップ対決の第2弾が公開され、早速bradexさんによって日本語字幕付きバージョンも作られた*1


ただ、そこで物議を醸したのが、ビデオ中でハイエクケインズを中央計画経済の支持者呼ばわりした点。Econospeakでバークレー・ロッサーがその点に噛み付いた
そのエントリでロッサーは、ケインズがそのようにレッテル貼りされる根拠として、ケインズの著作から以下の2つの文章を引いている。

I believe that the cure for these things is partly to be sought in the deliberate control of the currency and of credit by a central institution, and*2 partly in the collection and dissemination on a great scale of data relating to the business situation, including the full publicity, by law if necessary, of all business facts which it is useful to know. These measures would involve Society in exercising directive intelligence through some appropriate organ of action over many of the inner intricacies of private business, yet it would leave private initiative and enterprise unhindered. (p. 318 from Essays in Persuasion)


山岡洋一訳「ケインズ 説得論集」の「自由放任の終わり」の該当箇所)
わたしの見方では、治療のために第一に、通貨と信用を中央機関で慎重に管理すべきである。第二に、事業活動に関連するデータを大規模に収集して公開するべきである。必要なら法律を整備して、企業に関して知る価値のある事実をすべて公開するべきである。この方法をとった場合、社会が適切な機関を通じて、民間企業内部の複雑な問題を対象に強制的な情報収集を行うことになるが、民間の活力と企業活動を制約することはないだろう。

Furthermore, it seems unlikely that the influence of of banking policy on the rate of interest will be sufficient by itself to determine an optimum rate of investmenet. I conceive, therefore, that a somewhat comprehensive socialisation of investment will prove the only means of securing an approximation to full employment; though this need not exclude all manner of compromises and of devices by which publich authority will co-operate with private intiative. さらに、利子率に対する銀行政策の影響は、それ自身では最適投資量を決定するのに十分ではないように思われる。したがって、私は、投資のやや広範な社会化が完全雇用に近い状態を確保する唯一の方法になるだろうと考える。もちろん、こういったからといって、政府当局が個人の創意と協調するようにさまざまな形で妥協し工夫することをすべて排除する必要はない。しかし、これ以上に、社会の経済生活の大部分を覆うような国家社会主義の体制を主張する明白な根拠は述べられていない。


これについてロッサーは、前者の説得論集の文章では確かに「強制的な情報収集(directive intelligence)」という言葉を用いているものの、同時に「民間の活力と企業活動を制約することはない(private initiative and enterprise unhindered)」とも述べており、社会主義的な指令経済モデルに当てはまるものではない、と主張している。また、そうした情報収集は、今ではもちろん高所得国で一般的に実施されるようになっている、とも指摘している。さらに、そうした情報収集は、かつて多くの国で実施され、とりわけ1950年代のフランスで成功を収めたとされる指示的経済計画の基本をなすものだったが、それは、皆の需要計画を示すことにより、ケインズのいわゆる企業家のアニマル・スピリットの回復を助けるものだったのだ、とも述べている。一方、後者の一般理論の文章については、ケインズの念頭にあったのは、あれこれ口出しすることではなく、総投資量の管理であったことは後続の文章から明らかだ、と主張している。


ロッサーはエントリを次のように締めくくっている。

These almost certainly provide the strongest evidence for Keynes supposedly supporting there being a "central plan." But it looks at most, putting the two together, like one that involves lots of provision of information and data along with some sort of control of aggregate investment, while leaving most of the decisions up to "private initiative." This hardly constitutes a "central plan," and certainly not one of the sort that the actually existing Hayek criticized. The fictional one in the video should have spoken more carefully.

これらが、ケインズが「中央計画」の存在を支持しているとやらの最も強力な証拠であることはほぼ間違いない。しかしそれら2つを組み合わせたところで、大量の情報とデータの供給ならびに総投資量の何らかの形での管理、ただし意思決定は大部分「民間主導」に任せる、といったところが関の山である。これは「中央計画」と呼べる代物ではないし、ましてや実物のハイエクが批判した種類のものでは決して無い。ビデオ中の架空のハイエクはもっと言動に注意すべきであった。


これに対し、ビデオの製作者の一人であるRuss Robertsが、デロングクルーグマンの反応*3に触れながら、Cafe Hayekで以下のように反論している

Hayek isn’t saying Keynes is a socialist or wants to centrally plan the entire economy. He is singing about Keynes’s plan to create jobs via government spending. Surely having the government spend, say, $800 billion in stimulus is a central plan of sorts. Maybe we should have said “centralized plan” but it wouldn’t scan as well.

ハイエクケインズ社会主義者であるとか経済全体を中央計画の下に置こうとしているとか言っているわけでは無い。彼は政府支出で職を創出しようとするケインズの計画について歌っているのだ。たとえば8000億ドルの景気刺激のための財政支出は、間違いなく一種の中央計画である。あるいは「中央化された計画」と表現した方が良かったかもしれないが、それも大差無いだろう。


Robertsはさらに、タイラー・コーエンのエントリを援軍に用いているが、そこでコーエンは以下のような指摘を行っている。

  • 一般理論からの引用にある「投資のやや広範な社会化(a somewhat comprehensive socialisation of investment)」の「やや(somewhat)」というのは解釈の余地の大きい言葉である。
  • 「中央計画(central plan)」という言葉は10分間のビデオの中で一回しか出てこない。それは許容範囲ではないか。しかもケインズはそのレッテル貼りに納得しておらず、問題は支出なのだ、と反応している。このビデオは、その中で語られる言葉が逐一真実だと主張しているわけではなく、むしろ話が噛み合っていないことがこのビデオのポイントなのだ。


さらにコーエンは、悪名高い一般理論のドイツ語版の序からの引用も行っている(この点はコーエンのみならずカプランなど多くの人が指摘している)。

Nevertheless the theory of output as a whole, which is what the following book purports to provide, is much more easily adapted to the conditions of a totalitarian state, than is the theory of the production and distribution of a given output produced under conditions of free competition and a large measure of laissez-faire.

それにもかかわらず、本書が提供しようとしている全体としての産出量の理論は、自由競争と大幅な自由放任の条件のもとで生産される一定の産出量に関する生産および分配の理論と比べた場合、全体主義国家の条件に対してはるかに容易に適合させることができる。


ちなみにEconospeakのエントリのコメント欄でこの点を指摘されたロッサーは、以下のように反応している。

Nothing about central planning there in that quote. Germany did engage in central planning, but only after that quote was written. Keynes says his ideas apply to different systems and is therefore is general. So what? Keynes was not at all a supporter of Nazi Germany, and any attempt to use that quote to suggest he was does not pass the smell test.

この引用部には中央計画に関する話は無い。ドイツは確かに中央計画を採用したが、それはこの引用部が書かれた後のことである。ケインズは、彼の考えが別の経済システムにも適用されることができ、従って一般理論である、と述べた*4。だから何だというのだ? ケインズナチスドイツの支持者では決して無かったし、この引用部を彼がそうだったという論拠に使おうとする試みは検証に耐え得るものではない。


なお、この後に別のコメンター(Cahal)が、ミーゼスのファシズムに関する文章*5を引用し、ミーゼスがファシストで無いのと同様にケインズ全体主義者では無い、と主張している(ちなみにCahalは前述のカプランのエントリでも同様のコメントをしている)。


また、この件に関しては、Daniel Kuehnというブロガーが、Robertsやカプランのエントリのコメント欄で、ケインズのドイツ語版への序はこの一節に捉われることなく、ドイツにおける経済学説に関する彼なりの総括として全体を読むべし、と強調している。
