ロバート・ホールのインタビュー〜フラット・タックス

昨日紹介したミネアポリス連銀のロバート・ホールインタビューから、今度は税制に関する部分をピックアップしてみる。


その前に、前提知識として、まずWikipediaの以下の項目を紹介しておこう。

Hall-Rabushka flat tax
The Hall-Rabushka flat tax is a fully developed flat tax on consumption designed by American economists Robert Hall and Alvin Rabushka at the Hoover Institution. Loosely speaking, Hall-Rabushka accomplishes this by taxing income and then excluding investment. An individual could file a Hall-Rabushka tax return on a postcard. The Hall-Rabushka flat tax may include an exemption, which allows the tax to preserve progressivity.
In the United States, extensive tax reform has not taken place since the Tax Reform Act of 1986, and like other tax reform, the flat tax has not advanced far in the U.S. political process. However, Eastern Europe has enthusiastically embraced the flat tax after the fall of the iron curtain. Hall and Rubushka have consulted extensively in designing these flat taxes.

ホール=ラブシュカ・フラット・タックス
ホール=ラブシュカ・フラット・タックスは、フーバー研究所の米国人経済学者ロバート・ホールとアルヴィン・ラブシュカによって設計され、十分に練り上げられた消費へのフラット・タックスである。大雑把に言うと、ホール・ラブシュカ型では、所得に課税した後に投資を控除することによってフラット・タックスを達成している。ホール・ラブシュカ型では、個人の納税申告は葉書で行うことができる。ホール・ラブシュカ型は免税を認めており、それによって課税累進性を保つことが可能となる。
米国では、1986年の税制改革以来、広範囲に亘る税制改革は実施されていない。そして、他の税制改革と同様、フラット・タックスも米国の政治プロセスではあまり進展が見られない。しかし、鉄のカーテンの崩壊後、東欧ではフラット・タックスが熱狂的に受け入れられた。ホールとラブシュカは、各国でフラット・タックスの設計への助言を行った。


なお、「ラブシュカ フラット・タックス」でぐぐってみると、日本語でこの税制の話を紹介したサイトが幾つか引っ掛かる。その中でフラット・タックスを話の中心に据えた2つのpdf文献が最初に引っ掛かるが、それぞれカザフスタン米国の税制改革を扱ったものである。また、この講演録こちらの年次世界経済報告では、税制全体の話の中でフラット・タックスに触れている。さらに、こちらのブログでは関連する書籍を紹介している。


ちなみに、以下に見るように、ホール自身は今や自分の生み出したフラット・タックスそのものに辛口の評価を下している。その点では、この税調報告と共通しているのが興味深い。



ミネアポリス連銀のこのテーマに関するインタビューでは、まず、インタビュアー(Region誌のDouglas Clement)が、1980年代にフラット・タックスがタイムの表紙を飾るほどのセンセーションを巻き起こしたことから話を始めている。そして、そうした動きが1986年の税制改革に道を開いたのではないか、という問い掛けに対し、ホールは、そう言って良いと思う、と認めている。
その後で、以下のようなやり取りがなされている。

Region: Twenty-five years later you reissued the book, updated of course, and continue to advocate it as the “most fair, efficient, simple and workable plan on the table.”
Given its clear merits and strong advocates, why do you think it’s gained relatively little traction in the United States?
Hall: One important thing to understand is that contrary to some people’s impressions, it’s not gone very far in the rest of the world either.
Region: Not in central and eastern Europe? Mexico, perhaps?
Hall: Yes, but if you look at their overall tax structure, it’s not what we have in mind. Their rates are high because they’ve adopted income tax systems that work like a flat tax, but they’re on top of a very high value-added tax. So the combination doesn’t achieve the low rates that we were hoping for.

Region: 25年経って、あなたは本*1を再版しましたね。もちろん加筆修正した上ですが。そして、「選択肢の中で最も公平、効率的、単純、かつ実効性のあるプラン」と謳い続けています。
明確な利点と強力な支持があるのに、なぜ米国ではあまり広まらないのでしょうか?
Hall: 一つ理解しておいて頂きたい重要なことは、一部の人々の印象とは逆に、米国以外でもそれほど広まったわけではない、ということです。
Region: 中欧や東欧でも、ですか? メキシコでは導入されたのでは?
Hall: ええ、しかしそれらの国の税構造全体を見た場合、それは我々が当初思い描いていたものとは違ってきています。フラット・タックスのように機能する所得税制度を導入したので、それらの国の税率は高いものとなっています。しかし、その税制は、非常に高い付加価値税に屋上屋を重ねて構築されているのです。結局、そうした組み合わせでは、我々が望んでいた低い税率は達成されませんでした。


また、米国については、カリフォルニア州に見られるような高所得者への追加課税の動きを「逆行(backsliding)」という表現を用いて懸念した上で、以下のようなことも述べている。

But another factor I would emphasize is that since 1981 when we first promoted that plan, there’s been a dramatic widening of the income distribution in the U.S. That means that the idea of the poor paying the same tax rate just seems less viable than it was when the income distribution was tighter.
The division between a small number of winners in the modern economy, mostly businessmen and lawyers, as opposed to most other people, has grown significantly.

While there are a lot of good ideas in flat tax reform, it wouldn’t be remotely practical to do it with a single positive tax rate now. So I play around with systems that have, say, two brackets. The “not-so-flat” tax. But of course that doesn’t have quite the simple appeal that the “flat tax” did. [Laughter]

しかし、もう一つの強調しておくべき要因は、我々が最初にこの案を推進した1981年以降、米国では所得分布の拡大が劇的に進行したことです。ということは、もっと所得分布の幅が狭かった時に比べ、貧困層も同じ税率を払うべき、という考えが通りにくくなったということです。
現代経済では、主に企業家と弁護士から成る少数の勝者と、その他大勢とのギャップは、非常に大きなものとなりました。

フラット・タックスの税制改革案には多くの良いアイディアが盛り込まれていますが、今や単一の正の税率を掲げることはとても現実的とは言えません。従って、今の私は、たとえば二段階の所得階層をベースにした税制を考えるというようなことをしています。「それほどフラットでない」・タックスというわけです。しかしもちろん、それでは、「フラット・タックス」のような単純明快なアピールはできません。(笑)


また、フラット・タックスの起源については以下のようなエピソードを明かしている。

The origin of our initial flat tax effort was Rabushka coming to me in 1980 and saying, “I know what the people want. The people want a flat tax, but I don’t know quite what that is.” And I said, “I know what it is because I’ve been thinking about it since I was a graduate student.” But, of course, for me, it was a consumption tax—an efficient, simple, fair consumption tax. The flatness wasn’t so important but, of course, the flat tax name, which Rabushka contributed, was very important politically.
Region: Marketing is important.
Hall: Yes, but now the idea of tax flatness is understandably not as popular.

我々のフラット・タックスの運動のきっかけとなったのは、1980年にラブシュカが私のところに来て「私には人々の求めるものが分かっている。人々はフラット・タックスを求めているのだ。だが、私はそれがどんなものか良く知らない」と言ったことにあります。私はそれに対し、「私はそれがどんなものか知っている。大学院時代からそれについて考えてきたのだから」と答えました。しかしもちろん、私が考えていたのは消費税でした。効率的で単純で公平な消費税です。フラットであるかどうかは二の次でした。しかし、ラブシュカが名付けたフラット・タックスという名前は、もちろん政治的には非常に重要なものでした。
Region: マーケティングは重要ですからね。
Hall: 確かに。しかし今では、税金のフラットさという考えは、当然ながら、それほど人気はありません。
