歴史的に見た公的債務

5日に公的債務に関するブランシャールの1月のAEA会長講演を紹介したが、アイケングリーンらが「Public Debt Through the Ages」というNBER論文を1月に書いている。著者はBarry Eichengreen(UCバークレー)、Asmaa El-Ganainy(IMF)、Rui Pedro Esteves(国際・開発研究大学*1)、Kris James Mitchener(サンタクララ大)。
以下はその要旨。

We consider public debt from a long-term historical perspective, showing how the purposes for which governments borrow have evolved over time. Periods when debt-to-GDP ratios rose explosively as a result of wars, depressions and financial crises also have a long history. Many of these episodes resulted in debt-management problems resolved through debasements and restructurings. Less widely appreciated are successful debt consolidation episodes, instances in which governments inheriting heavy debts ran primary surpluses for long periods in order to reduce those burdens to sustainable levels. We analyze the economic and political circumstances that made these successful debt consolidation episodes possible.

我々は長期の歴史的視点から公的債務を検討し、政府が借り入れを行う目的が、時間を追ってどのように発展してきたかを示す。戦争や恐慌や金融危機の結果として債務GDP比率が爆発的に上昇した時期にもまた、長い歴史がある。そうした事例の多くは、貨幣価値の下落や債務再編によって債務管理の問題を解決するに至った。それらに比べてあまり認識されていないのが、多額の債務を引き継いだ政府が、その債務を持続可能な水準にまで減らすために長期間に亘って基礎的財政黒字を計上して、財政再建を成功させた事例である。我々は、そうした財政再建の成功を可能にした経済的政治的状況を分析する。

IMFサイトのungated版を見ると、長期間に亘って基礎的財政黒字を計上した例として挙げられているのは18~19世紀の英米仏である。当時は債権者の力が強く、借り入れ時の金利を低く抑えるために債務の返済に努めることが政策当局者の常識となっていたとの由。また、大きな戦争や不況が無かったこともこの時期の財政再建の助けになったという。結論部では、そうした事例の紹介の後に、以下のように書かれている。

Not all governments were able to implement this good equilibrium, however. Some countries defaulted and restructured their debts, often repeatedly. Inflation and financial repression were used to reduce domestic claims on the public sector. Episodes like that in the third quarter of the 20th century, when high advanced economy debts were brought down through a combination of rapid economic growth and budgetary discipline, were exceptions to this rule.

民間貨幣の規制

といううNBER論文が上がっている。原題は「The Regulation of Private Money」で、著者はGary B. Gorton(イェール大)。
以下はその要旨。

Financial crises are bank runs. At root the problem is short-term debt (private money), which while an essential feature of market economies, is inherently vulnerable to runs in all its forms (not just demand deposits). Bank regulation aims at preventing bank runs. History shows two approaches to bank regulation: the use of high quality collateral to back banks’ short-term debt and government insurance for the short-term debt. Also, explicit or implicit limitations on entry into banking can create charter value (an intangible asset) that is lost if the bank fails. This can create an incentive for the bank to abide by the regulations and not take too much risk.

自動化と新たな仕事:技術は如何に労働を置換かつ再導入するか

昨日に続き、アセモグルとPascual Restrepoのコンビが3月に上げた自動化に関するNBER論文を紹介する。以下は、表題のNBER論文(原題は「Automation and New Tasks: How Technology Displaces and Reinstates Labor」、ungated版)の要旨。

We present a framework for understanding the effects of automation and other types of technological changes on labor demand, and use it to interpret changes in US employment over the recent past. At the center of our framework is the allocation of tasks to capital and labor—the task content of production. Automation, which enables capital to replace labor in tasks it was previously engaged in, shifts the task content of production against labor because of a displacement effect. As a result, automation always reduces the labor share in value added and may reduce labor demand even as it raises productivity. The effects of automation are counterbalanced by the creation of new tasks in which labor has a comparative advantage. The introduction of new tasks changes the task content of production in favor of labor because of a reinstatement effect, and always raises the labor share and labor demand. We show how the role of changes in the task content of production—due to automation and new tasks—can be inferred from industry-level data. Our empirical decomposition suggests that the slower growth of employment over the last three decades is accounted for by an acceleration in the displacement effect, especially in manufacturing, a weaker reinstatement effect, and slower growth of productivity than in previous decades.

正しくない種類のAI? 人工知能と労働需要の将来

AIや自動化に関するNBER論文を何本も上げてきたアセモグルとPascual Restrepoのコンビ(cf. ここここここここ)が、3月にまたそのテーマのNBER論文を2本上げている。以下はそのうちの一本である表題の論文(原題は「The Wrong Kind of AI? Artificial Intelligence and the Future of Labor Demand」、ungated版)の要旨。

Artificial Intelligence is set to influence every aspect of our lives, not least the way production is organized. AI, as a technology platform, can automate tasks previously performed by labor or create new tasks and activities in which humans can be productively employed. Recent technological change has been biased towards automation, with insufficient focus on creating new tasks where labor can be productively employed. The consequences of this choice have been stagnating labor demand, declining labor share in national income, rising inequality and lower productivity growth. The current tendency is to develop AI in the direction of further automation, but this might mean missing out on the promise of the "right" kind of AI with better economic and social outcomes.

公的債務と低金利

今さらではあるが、オリビエ・ブランシャールの年初の表題のAEA会長講演(原題は「Public Debt and Low Interest Rates」)が2月にNBER論文として上がっているので、その要旨を紹介する(cf. ピーターソン国際経済研究所のAEAのビデオやpdfへのリンク)。

This lecture focuses on the costs of public debt when safe interest rates are low. I develop four arguments.
First, I show that the current U.S. situation in which safe interest rates are expected to remain below growth rates for a long time, is more the historical norm than the exception. If the future is like the past, this implies that debt rollovers, that is the issuance of debt without a later increase in taxes may well be feasible. Put bluntly, public debt may have no fiscal cost.
Second, even in the absence of fiscal costs, public debt reduces capital accumulation, and may therefore have welfare costs. I show that welfare costs may be smaller than typically assumed. The reason is that the safe rate is the risk-adjusted rate of return to capital. If it is lower than the growth rate, it indicates that the risk-adjusted rate of return to capital is in fact low. The average risky rate however also plays a role. I show how both the average risky rate and the average safe rate determine welfare outcomes.
Third, I look at the evidence on the average risky rate, i.e. the average marginal product of capital. While the measured rate of earnings has been and is still quite high, the evidence from asset markets suggests that the marginal product of capital may be lower, with the difference reflecting either mismeasurement of capital or rents. This matters for debt: The lower the marginal product, the lower the welfare cost of debt.
Fourth, I discuss a number of arguments against high public debt, and in particular the existence of multiple equilibria where investors believe debt to be risky and, by requiring a risk premium, increase the fiscal burden and make debt effectively more risky. This is a very relevant argument, but it does not have straightforward implications for the appropriate level of debt.
My purpose in the lecture is not to argue for more public debt. It is to have a richer discussion of the costs of debt and of fiscal policy than is currently the case.

第二に、財政費用が無いとしても、公的債務は資本蓄積を減じるため、厚生費用を伴うかもしれない。ここでは、通常仮定しているよりも厚生費用が小さい可能性を示す。その理由は、安全利子率がリスク調整済みの資本へのリターンであることにある。それが経済成長率より低ければ、リスク調整済みの資本へのリターンは実際に低いことになる。ただ、平均的な危険利子率もこの件に関係する。ここでは、平均的な危険利子率と平均的な安全利子率の両方が、どのように厚生的な帰結を決定するかを示す。
第三に、平均的な危険利子率、即ち、平均的な資本の限界生産力に関する実証結果を取り上げる。計測された収益率は昔も今もかなり高いが、資産市場の実証結果は、資本の限界生産力はそれよりも低い可能性を示唆している。その差は、資本の計測誤差、もしくはレントを反映している。このことは債務にとって重要である。限界生産力が低いほど、債務の厚生費用は小さくなる。
第四に、高水準の公的債務に反対する数多くの議論について論じる。特に、投資家が債務のリスクが高いと信じ、リスクプレミアムを要求することによって財政負担を増やし、債務を事実上よりリスクの高いものとする、という複数均衡の存在について論じる。これは非常に重要な議論であるが、しかし債務の適正水準について直接的な含意は有していない。
本講演での私の目的は、公的債務の増大を訴えるものではない。債務の費用と財政政策について、現状よりも実りのある議論をしよう、というものである。

イノベーションと失業の間の空間的なミスマッチ

というNBER論文をエドワード・グレイザーらが上げている(同じNBERサイトのungated版[H/T GrowthPolicy.orgというハーバード大の研究のウオッチサイト])。原題は「The Spatial Mismatch Between Innovation and Joblessness」で、著者はEdward L. Glaeser(ハーバード大)、Naomi Hausman(ヘブライ大)。
以下はその要旨。

American technological creativity is geographically concentrated in areas that are generally distant from the country’s most persistent pockets of joblessness. Could a more even spatial distribution of innovation reduce American joblessness? Could Federal policies disperse innovation without significant costs? If research funding is already maximizing knowledge production, then spatial reallocation of that funding will reduce America’s overall innovation unless that reallocation comes with greater spending. Without any spatial reallocation, the primarily inventive parts of innovation policy, such as N.I.H. grants, can potentially aid underperforming areas by targeting the problems of those areas, like widespread disability. The educational aspects of innovation policy, such as Pell Grants, work-study, vocational training, and Federal overhead reimbursement on grants, currently have multiple objective and could focus more on employability in distressed areas. Lifting the cap on H1B visas in poorer places could attract outside human capital to those places. Geographically targeted entrepreneurship policies, such as eliminating the barriers to new business formation near universities and in distressed places, could potentially enhance employment growth in those regions. Spatially targeted employment subsidies will increase the returns to labor-intensive innovation in depressed areas, but we know little about how much innovation will respond to such subsidies.

米国の技術的創造性は地理的に一部の地域に集中しているが、そうした地域は、国の中で最も失業が継続している地方からは離れているのが普通である。連邦政府の政策によって、顕著なコスト無しにイノベーションを分散することができるだろうか? もし研究への資金拠出が既に知識の生産を最大化しているならば、その資金を空間的に再配分することは、再配分に伴って支出を拡大しない限り、米国の全体的なイノベーションを減じるであろう。空間的な再配分を行わない場合、アメリ国立衛生研究所助成金*1のようなイノベーション政策の中でも発明を主な目的とした施策において、良くある身体障碍のような経済が不振な地域の問題を対象とすれば、そうした地域の助けとなる可能性がある。ペル奨学金、ワークスタディ職業訓練、および、連邦政府助成金による経費還付、といったイノベーション政策の教育的な側面は、現在、複数の目標を置いているが、経済が不振な地域の雇用可能性により軸足を移すことができるであろう。貧困地域でのH1Bビザの上限を撤廃すれば、外部の人的資本をそうした地域に呼び込むことができる。大学の近くや経済が不振な地域で新規事業を立ち上げる際の障壁を削減する、といった地理的に目標を定めた起業政策は、そうした地域での雇用の伸びを促す可能性がある。空間的に目標を定めた雇用助成金は、経済が不振な地域での労働集約的なイノベーションのリターンを高めるであろうが、そうした助成金のどの程度のイノベーションが反応するかはまだ良く分かっていない。

ギリシャ恐慌のマクロ経済学

というNBER論文が上がっているungated版)。原題は「The Macroeconomics of the Greek Depression」で、著者はGabriel Chodorow-Reich(ハーバード大)、Loukas Karabarbounis(ミネソタ大)、Rohan Kekre(シカゴ大)。
以下はその要旨。

The Greek economy experienced a boom until 2007, followed by a prolonged depression resulting in a 25 percent shortfall of GDP by 2016. Informed by a detailed analysis of macroeconomic patterns in Greece, we develop and estimate a rich dynamic general equilibrium model to assess quantitatively the sources of the boom and bust. Lower external demand for traded goods and contractionary fiscal policies account for the largest fraction of the Greek depression. A decline in total factor productivity, due primarily to lower factor utilization, substantially amplifies the depression. Given the significant adjustment of prices and wages observed throughout the cycle, a nominal devaluation would only have short-lived stabilizing effects. By contrast, shifting the burden of adjustment from taxes toward spending or from capital taxes toward other taxes would generate significant longer-term production and consumption gains.

ギリシャ経済は2007年までは好景気を享受していたが、その後、長引く恐慌に陥り、2016年までにGDPは25%低下した。ギリシャのマクロ経済の状況の詳細な分析を基に、我々は高度な動学的一般均衡モデルを開発・推計し、好不況の源泉を定量的に評価した。貿易財への海外需要が低下したことと、緊縮的な財政政策が、ギリシャの恐慌の最大の原因であった。要素稼働率の低下を主因とする全要素生産性の低下は、恐慌を顕著に拡大した。景気循環を通じて価格と賃金が大きく調整されたことに鑑みると、名目減価の安定化効果は短期的なものに過ぎなかった。一方、調整負担を税から歳出、もしくは資本税から他の税に移すと、生産と消費の利得は有意に長期化した。

ungated版によると、2010年に実際に実施された財政赤字削減を増税ではなく歳出削減で行っていた場合、2016年と2025年の生産はそれぞれおよそ3%上昇していた(する)はず、との由。中期的にはTFPの上昇が効くが、長期的には資本蓄積が効くという。また、歳出削減を一定として資本所得税ではなく労働所得税増税していたら、2025年の生産は4%以上上昇するはず、との由。さらに、資本や労働への税ではなく消費税を増税していたら、2025年の生産は6%上昇するはず、とのことである。
